Many organisations choose to have a tactical stance on recruiting full-time resources during an economic downturn. There may be a "third way" for those who choose to stop recruitment whilst still needing the technical skills in software development.
In the current economic downturn there is potentially a significant supply of people who may want to engage with organisations in a much more cost effective way.
A component based approach to engaging with people with the required individual skill can be described as the "third way". This is where more emphasis is placed on engaging more people to provide individual components of a system whilst handling their involvement with existing staff. The model here is different from the traditional methods in using freelance resources where it is viewed essential to have someone with a broader technology experience.
